Creates a new work order event, representing a single scheduled or requested occurrence of a work order being carried out on an asset (as opposed to the work order definition/schedule itself) � for example, a specific technician's maintenance visit to a specific pump on a specific date. 
Every key in the `workOrderEventInfo` dictionary is required; omitting any of them will cause the call to fail. 
On success, the function returns the id of the newly created work order event.
